I made this piece of Rain doing the Pog face, though she is a character, would meme art with characters be allowed since it doesn't follow the traditional fanart formula?

To answer your question, do you mean to submit this kind of art to the Source, or do you want to share them on the forum?
I think for the forum it would be no problem, as long as you follow the rules.
If you want to submit them to the Fanart-section, I don't see any problems either, as long as you follow the rules for submitting Fanart.
