If the Spruce Moose was never flown then why did it have fuel in it so Own Capon and his thugs were able to steal it?
Surly they would have drained the fuel tanks if it was just going to be sitting in the harbor.

You're thinking too hard. Yes, logically they would have drained the tanks. But on that particular day, the ground crew got drunk and decided it would be funny to fill up the Spruce Moose's fuel tanks. (Does that help?)
