It was probably not reported to the mods, or the mods hadn't spotted it, that's why those other characters were not dectivated. Just report them.

Goodness, how many times must we repeat this..
If you see something against the rules, /report it/! Characters are no longer required to be activated before they're viewed on the site so a lot goes unseen. This is a community effort to keep the rules together.
Also, you should /never/ bash a mod or speak someone's username negatively in a question. If saske hadn't replied, there are other global mods you could have contacted. The mods are a team- therefore they discuss this and you can go to them.
Also, you should certainly follow the rules on the sources. You should know that there are no wolves in HTTYD. So why would you add a species that doesn't exist? The character options are not selected specifically for each source so it's up to the fans to know what they're doing.

On a positive note--v

The reason saske is ignoring you is because saske is a female,not a male,and she has a right to do so,as I've never seen any wolves in the movie either,not that I'm siding with her,or you,just stating my own opinion on the matter,also there's nothing unfair about having a character deactivated,just create another one,that bides by the rules.

Also on a side note--v

As it was mentioned above by Paxis,never bash,or insult a Mod,it might get you a warning,and then possibly a ban,so I'd abide also by what's said up above my post.
