Can we "reserve" character names?

After randomly searching some names in the fan characters section, I found many that only had a picture as a description - no text describing the character at all. I even found some that in the description the creator wrote that they were "reserving" the name for when they thought of one. Are we allowed to create characters without giving information about them? Is this reportable?

When it will be possible to link characters to all fan sections
(choosing characters in fanfics for example), the unused characters
will be removed. (after some delay, eg : 3 months later) |

About the "reserving" names, I'm not sure. =\ You'd have to ask a
FanCharacter Mod about that. Personally, I think to do that is dumb. A
name is a name and you cannot copyright it. |

no, I don't think these character have to be reported. If there arent'
any information maybe it's because who created them doesn't have any
plans for him/her and so, doesn't write anything...I have a char that
only have the head pic and the full body pic because I haven't planned
his life now =) and if someone "reserved" the name, well, I don't know =/ they'll probably change the pics of the char when they'll find the right one for that name |
