Actually, grizzly bears (as this is) are omnivores, and only take meat
when they can get it (which isn't often). Fish meat maybe (via salmon
which, even up around Nome, come into the local rivers to spawn in the
summer). And the occasional scavenged carcass or lucky kill of a caribou, young moose or musk ox, or even a ground squirrel or arctic hare (if they can catch the latter two).

While it is true that the bear was a plot
device to add not only some tension and suspense, but also to give
Balto a chance to be heroic, it is also just as logical to presume
that, given the time of year (the real serum run took place in late
January, so it follows that the cartoon did so also), somehow, the
bear was awakened from its hibernation cycle...and no animal which
hibernates does well when that happens. In fact, bears can be quite
dangerous when prematurely aroused from that state. That's what I
think happened here.

(Which begs the question...why
weren't Muk and Luk hibernating? Comic relief for the movie?
Sure. Plot devices themselves? Maybe. Producers and writers didn't
really think much about it? Most likely.)

No, the bear wasn't rabid and the bear didn't have any cubs. The group
must have trespassed on the bear's territory, and Boris, being the
closest one to the bear, was the one that the bear attacked first.

I don't think attacking Boris had anything to do with it
being hungry. That's going a little too deep and off topic with the
movie. The animators probably wanted to give Boris that personality
that he's more of a flight, instead of fight, animal. So, then, Balto
would come and be given the title of the "brave hero" for the scene.
Understand? They wanted to show how Balto was brave.

muk and luk are cubs it might still have wanted to eat them, if hungry
enough some bears would attck and kill there own kind although because
most cubs are born durring hibrnation its not likly but can happen if
food is scares
